The UN like the League of Nations before it is simply a gentleman's agreement.
When the top members stop behaving themselves it has all the force of a wet noodle.
Regular justiciary system: judge decides whether guilty and punishment.
America: some random people decide whether guilty, judge decides punishment, others decide to stop the judge's salary if they convicted one of their friends.
(the ICC isn't even recognized as legitimate by the US because they won't allow it the power to convict a US citizen, because if a US citizen would be on trial there's a very high chance it's someone influential as they don't do small cases and the US loves to protect their rich and powerful from justice).
