The realistic answer is: Nothing
Any solution, including prison, would actually cost money that noone wants to pay. So expect this problem to be solved never
That's not a realistic answer, because you're forgetting about all the NIMBY Karens who will lose their shit because they had to see a houseless person because it offends their delicate sensibilities or it lowers property values or some shit. Just think about how often we have stories of cops demolishing their tent cities and destroying their shit.
Doing nothing would be an improvement.
Land Value Tax solves this problem.
