Late to respond, but thanks for keeping the idea alive. I finished my rewatch a couple months back, so it's heartening to see the format still has life.
I had to 'shop an old entry to make the text bubble template, so I linked it along with the header. Figured I'd give back lol.
I suppose I ought to have made all my resources available, so just in case:
I have literally never heard of an actor having this issues before and I've been on plenty of sets.
They couldn't have found a dye or spray or powder or something?

Was just reading through Voyager's Trivia page on TVTropes and that was mentioned twice. Not everything there is sourced and some comes from things the actors/production crew say during conventions, old AOL chats with the showrunners, etc, so take it with a grain of salt I guess.
IMDB's trivia page makes a similar mention, but only that the hairstyle was changed at the request of the studio and all of Mulgrew's prior scenes had to be re-shot.
It might be 100% true, it's just totally a new concept to me.

So many things in Star Trek, or life in general, are so accidental. That is an astounding and if we will choose to see it, beautiful fact:-).
