It was. He basically told the Taliban that we'd take 20 months to leave Afghanistan (conveniently long after the election) and then we'd pull out and let them take over.
He also released something like 5,000 of their Fighters right beforehand. Just let them free right before they were going to be needed to take over the country. It's almost like it was intentional sabotage.
