I can't believe that this is still an ongoing thing.

South Korea’s military said some trash balloons were equipped with timed poppers that could cause fires.

There's going to have to be some kind of low-end air defense system developed to counter this, no joke.

It's not that we are not able to shoot them down. There are cities and small towns near the border and even without them, Seoul itself is really close to the border. Official statement is that shooting them down is not an option.
