It's referring to phone operation. Drivers are mandated to use a hands-free system like a headset or car speaker.

I-464 is entirely in Virginia (I don't know what the of shields mean to look them up.

Virginia brought in hands free 1 Jan 2021, so this photo could be 31 Dec 2020, but I don't think Virginia is warm enough to dress like that in Jan.

Interesting! Though on closer inspection that sign appears to be interstate 494, which is based out of Minnesota. Wikipedia says their hands-free traffic law took effect on August 1st 2019. That time of year, quality of photo, and car models seem to line up with that image.

Thats cause the top one is a 26. We also have a nasty habit of changing named roads to numbered if looking at it from gmaps.

It was a weird time. Everyone made a big deal out of having to hold their phone while driving but hands-free was a readily available alternative.

This one is Minnesota based on the road sign (i494 and the Minnesota state highway 62 symbol). As far as I am aware, WI is still not a hands free state as far as calls go.

For everyone wondering, this is northbound I-35E in Eagan, MN, just east of Moonshine Lake. If you drop a streetview pin in Google Maps you can see the sign.
