Very little. The helium used in party balloons is a tiny fraction of helium usage.

I’m not saying it’s okay, think gold leaf in food.

I'm not looking this up to fact check myself but if I recall the helium used for party balloons is impure somehow, and is not the variety critical for other industrial uses.

The state should seize the reservoir and redirect its profits to a sovereign wealth fund. I'm sure what will actually happen is that one old guy will get even richer.
