I would think OP just means "text messaging" and doesn't actually care about the protocol used.

Ohh like a combined app that Signal used to be, but never the less, reactions wouldn't work with SMS based chats

There is a Signal FOSS that forked from Signal which has reactions.

I would love it if there is a Signal fork that keeps media downloaded in an easily accessible directory.

Yes, but the request was explicitly for an SMS app. But yeah anything SMS is just text. It's an outdated protocol.

Can you link the fork? There's several and I wasn't aware that one did SMS still!
