What's the deal with linking the NATO membership with random fighter jets

Hungary, Like Turkey, have been playing political games in the whole Finland and especially Sweden NATO membership, trying to get advantages out of the process.

Basically vetoing deals until they can get something out of it. It's likely that this fighter deal is part of that.
