Those aren't peanuts. Pnuts are salted packaging foam. 
Actual food costs extra.

They're like packaging peanuts, but with salt.

A cost cutting measure because those that didn't pay for the upgrade usually don't complete the journey.

This comic is onto something:
When you're so poor the airline prefers to spend more money on fuel than they charge you (due to worse aerodynamics) just so the other passengers don't need to share air with you
