He hasn't filed his taxes, guaranteed his paycheck gets regular deductions. If you literally haven't paid taxes in 42 years, the government cares about that.
Like imagine that the government just let that go.
Theoretically he could just have been doing cash jobs for the last four decades. That's definitely still a thing in rural areas.
