I wonder if the changes are retrospective and Google bans those responsible for content that have led to the change.

Yt typically retroactively applys policy changes. For a semi recent example look at the drama around rte games. They pretty much nuked his entire channel when they implemented their recent asinine no swearing rule due to hum being a sweary Irish man.
