The DLCs kept City Skylines at the top revenue lists for all these years. People are buying them and it appearently brings in a lot of extra revenue.

Maybe it's OK. Some of that revenue made it possible to make City Skylines 2.

Another way of doing it is like Counterstrike. They charge you once and then they add skins that some people are willing to pay for. It's also frequently in the top revenue lists because of this. But this works because the skins are there to make you look cool for other players. It won't work in a single player game.
