No Hitler doesn't necessarily mean the Nazis don't rise to power or even prevent the Holocaust. While he is and was obviously central to everything about the Nazi Germany that came to exist, he wasn't a singularity, Julius Streicher could probably have slid into Hitler's role pretty easily had a few cards fallen differently.

Edit: and just to be clear I'm still fine with going back and killing Hitler, we just might have to make more than one trip if we want to fully prevent the crimes of the Nazis
