If you don't mind making cards and decks yourself, Anki might be it for you. It is a program for memorization, which can be used for language learning. While some pre-made decks can be found at AnkiWeb, you are actually encouraged to make your own.
You can use it on the desktop (through a program) but also as a mobile app. Functionality can be extended using add-ons but only for the desktop version.

Thanks. I've used Anki in the past and might use it for the text part of the job. If I could attach audio files to the cards it would be almost perfect.
Ah, I forgot to include that part in my original reply: you can include images and audio in the cards. In fact, I have a deck I made myself that has audio I took from elsewhere.
Oh! I didn't know than Anki supported audio too. That might be all I need, in that case. Thank you!
