3. Do not use other's work without giving credit: You may post things that were created by other people, but you must link to the original and credit the author. AI generated content is prohibited, as crediting the original authors is impossible.

Yes, I'm fairly certain. I've asked this in the Discord before. It really needs clearer language. Adding "also" somewhere in tier 2 and 3 would clear it right up. "This talent also gives yada yada for tier yada yada."
Even then it would still be slightly confusing because a really logically minded person might think +1, +2 and +3 apply simultaneously to tier 1 gear because it objectively qualifies for all three levels of the talent. If all three levels are active at the same time, then it's a logical conclusion. So it would need an additional note at the end that each piece of gear only benefits from the highest level of the talent it falls under.
It's hard to word it precisely without being a giant wall of text. Maybe it needs to be a wall of text. This gets asked so often.
