They filled up every single gap from episode 1 to 9 (well except that whole emperor returning thing), so it makes sense to do something completely different.

I think they had something about force sensitive clones. Bad Batch also showed the emperor starting the project. They've been pretty active in trying to tie in their trilogy while staying at a distance.

Those were all attempts of fixing the utter mess they created after the fact.

A bit like dropping dozens of raw eggs on the floor, putting a mop on top and sweeping it around between living room, kitchen and bathroom then loudly proclaim "see it's all tied together".
