I’m OOTL on how CIG handles update testing. Does this mean it’ll be the PU version soon instead of a seperate version download?
They changed up recently how they define "wave" access. More details here:

And yes, usually by the time they open up the PTU to all waves it means that they're close to having a viable Live candidate.
Currently, 4.0 is now on the "Preview" live/PU channel. Anything that you do now will persist until the next wipe (probably sometime in the next year or two).
However, they did a weird dual release that they've never done before so that, if the servers are bad enough, you could still go back to the 3.24.3 version (although any further progress you make there will not persist much longer).
