It seems like they both imply deletion, but I can still see the comment
Comment removed and user banned. Not sure why you can still see the comment, though. The API still returns the comment text even if it's removed, and the client has to redact it (that'd be a Sync thing).
Weird API. Returning the text for deleted comments and then expecting clients to redact it seems highly silly
Indeed. I don't know if that behavior has changed past 0.19.3, but that's the version my instance and Lemmy World (OP's instance) is using, and that's how it be.
Wonder what the reasoning behind that is. Some of the takes people (devs and users) have had on Lemmy design decisions have been frankly a bit weird too โ like when someone requested instance blocking so they could block Lemmygrad:

It's not my comment.
Deleted on the server, not necessarily deleted in Sync. If you'd clear the data in the app and log in again, the comment would just be a normal deleted comment ("deleted by moderator" or whatever).
Before Sync came to Lemmy, it typically stood out because it would download a full browsable local copy of your timeline, and comments being visible that were deleted online were a common side effect of that. I guess these deleted comments still showing is just the classic Sync mechanism doing what it's best at.
I'd guess "Delete Comment" and "Ban User".
Could be it's not fully federated yet.
