You can make anything look like a threat if you frame it correctly.

Once is happenstance. Twice is coincidence. Three times is enemy action--but this only applies if they're related. Thousands of people are flying drones around all kinds of places every day.

Heuristics are hackable. If your heuristic is “once is happenstance” then your enemy can just conduct their operations once and you’ll never recognize it.z
