Of course they do. The Planned Parenthood near me is back behind some things, and the access road in front does not have a sidewalk on either side. This means that "protesters" have to stand off of the street and on private property. So some bullshit CPC opens on that land to allow shitbags to legally congregate outside the Planned Parenthood.
