if you were russian, they would take you to the gulag for this now
no, russians like alcohol and hate babies.
They are referring to the proposed law over there. Looks like it's only fines as punishments for more. But that could change.

I understand wanting to unload one. Not so much the part where someone pays to be the recipient.
