$90 of withholding seems pretty low unless the pay periods are weekly. Seems low enough that this person might not end up owing a lot of taxes anyway.

No, it actually is. Paying federal taxes through your employer is optional.
The IRS is going to get its fucking money, but it doesn't have to be the employer doing it, and it's weird that they insist.
They'll definitely spend enough hours on this one issue to have easily earned as much money doing almost any labor.
