These are air pistols which shoot pellets propelled by compressed air, not your usual guns. They make a moderately loud pop, but nothing like gunpowder - you can stand behind someone firing and have a normal conversation.

That said the guy is wearing earplugs - more for concentration and to block out crowd noise than anything

Ah earplugs are cool and that totally counts as ear protection. It's what I use anyway when I go to the shooting range or ride my ninja 650.

Couldn't make out that it was an air gun from just the photo.

yeah, they just meant no "specialized" ear protection. I'm guessing korea had some equally crazy ear gear to match the 90s hacker assassin glasses.

Compressed air is surprisingly loud, even if it doesn't sound loud, it can still damage your hearing

No, these guns are not. They make very little noise. It's louder the sound of the target being hit. Source: I have practiced this sport.
