But why the decision to ban Kei trucks from Rhode Island streets? Because the DMV claims they don't meet Federal Motor Vehicle Safety Standards (FMVSS).

Helmets are not required in Rhode Island

The driver is unprotected on a Motorcycle, the kei truck ban is ... because it doesn't protect enough the driver in case of crash.
If you put the motorcycles on the same standard than the cars, none but a few would be allowed.
