In 2022, the third year of a severe drought, state regulators had enacted emergency “curtailments” on water rights holders because of the river’s already diminished flows, which prevented some from pumping. However, those who were allowed to continue pumping, according to the analysis, still took enough for the river to empty.

Foresman, with the state water board, explained that regulators weren’t able to curtail all of the water right holders because of the seniority of their rights. For example, riparian rights, under California law, give property owners along a river, notably farmers, the ability to essentially take all they want under certain conditions, including not storing the water or moving it off-site.

TL;DR: don't drink raw milk. Get an ordinary flu shot if you haven't already.

The justices agreed to decide whether industry groups have suffered the sort of injury that gave them standing to sue over an unusual waiver.

The warning extends from Davenport, Calif., about 10 miles northwest of Santa Cruz, to the Douglas-Lane county line in Oregon, about 10 miles southwest of Florence. 

The first waves are expected to arrive at 12:10 p.m. for San Francisco Bay Area, Karleisa Rogacheski, a meteorologist for the weather service told SFGATE. In areas farther north, such as Fort Bragg, the waves could come sooner, she said.

California State University is only partially meeting its bold plan to graduate 40% of its students who started as freshmen by the end of four years. In newly released data this week, the system saw its four-year graduation rate inch to an all-time high of 36.2% this year — more than double the graduation rate it posted in 2013.

The nonpartisan Legislative Analyst’s Office projects a relatively small $2 billion shortfall for 2025-26, but says the state can’t afford new programs. Gov. Newsom has complained about attention on the office’s deficit estimates.
