In the US a sizable chunk of the population watched those anti littering campaigns and said "you're not the boss of me!" then made it a point to litter more. You tell an American what to do and you've got a 50/50 chance that they'll do the opposite purely out of spite, even if they otherwise agree with you.

If this admin can wreck govt funded services and replace them with billionaire owned private businesses they will. The entire goal of their govt slashing approach is to privatize as many necessary public services as possible so they can be captured for maximum profit instead of run as low cost, necessary, public services. Expect basic research to be privatized, mail and package service, the majority of hospital services, etc. If a billionaire wants a long term income stream from a necessary public service this admin will attempt to hand it to them.
