It's possible, though I suspect it's more a byproduct of rigidity - she's fine at her job when everything is straightforward and/or predictable, but goes to pieces when choices aren't binary.

I have a coworker who has been with my company as long as I've been in this entire career that we are both in. Between the two of us, I am the expert, because if something goes one iota off the rails, she can't handle/process it. This is a problem because shit goes off the rails ALL THE TIME in our business. We saw the limits of relying on Capital Police and DC Metro Police last time. A Biden admin transitioning to a Harris admin is not going to make that mistake again, and the MD National Guard will probably be ready and waiting for the assistance call like the one that came way too late 4 years ago.

Not without Supreme Court fuckery. As it stands, he'd be eligible to serve as Speaker, but he'd be skipped in the line of succession if it were applicable.
Of course, trusting the Supreme Court to actually follow the rules seems naive at best these days.
