You also forget that much of the current cost of health care is because of insurance, so segments where insurance refuses to operate like mental health care would be largely insulated from that inflation. To be fair, there was an honest gambit there with Our Pal Russia, the same one that was tried with China. It didn't work but it seemed like a fair thing to try, especially considering the economic constraints of the alternative.
