AFAIK you can play on-foot in VR. You'll just get a pancake display

From what I read around, the first RPG to have flashbacks and something like downtime was Leverage. The downtime part was not as prominent, but with the parts about closing the hooks from the beginning of the heist, I think it is very close. Whole game was rooted in some tv series about criminals breaking the law. So I think these rather come from other media that depict heists
That I don't know. I haven't been looking into one-board computers for a while. The one I bought ~10 years ago was running out of juice when I was trying to run Kodi on it last year. Wifi shouldn't be a problem IMO, I've been using mine as torrent downloader and hosted a few university projects (dynamic web apps) on it. The graphics might. I would guess that as long as you find one with decent specs (so probably not the 10$ one) it should work. I'm sure there's someone who is doing exactly that and either could answer what to buy/look for or wrote a blog about it

I prefer to have some kind of grid on mine as it helps with seeing the scale. But the moment a player starts counting squares of movement, so the the squares of range fit, I get triggered ;) I don't play rpgs to measure ranges with a ruler
A map of the crime-scene sometimes really helps the PC figuring out how the clues say something about the story
Exactly! it can backfire, though. You put something somewhere becuase "it fits" but suddenly your players are sure something you didn't intend has happened because of the layout
Once in a few sessions. Party because that's on our characters to decide how they address the goal and partly because I create jobs where "covert" seems to be first thought. Not that I would be against them going berserk, it just often seems like the proper approach
I still prepare maps, though. I've learned that theater of mind does not work with me, my players were sill lost in what's where. Probably it would be a good idea to learn how to do ToM properly but I feel I still need to learn other things first. And these are still useful for showing where the cameras and the doors are

- Definitely a hardboot. it gives more control and a little bit of protection
- So look in categories "urban skates" or "freestyle". Maybe "slalom" too but these usually sit in higher price range
- Probably not "aggressive" as these often have small wheels. There has been a trend of putting 80mm on these recently, hence "probably"

- You shouldn't have a problem with more ankle strength these require, as you are playing hockey. But they do behave a little bit different than 4-wheels. There are quite a few yt videos about the differences, see if there are any that convince you one way or the other. There are some frames that allow to change between the number of wheels but these are often more pricey, not sure if you want to spend on that.
- I don't want to say "buy tri-skates". But I did the switch from 4-wheels to 3-wheels and IMO the latter is definitely better for the city. Bigger wheels are less sensitive to ground imperfections
- Don't buy so called Wizard frames if you aren't set on doing the gazelles etc. On rough pavement the longer frame will not be an asset IMO. The longer the frame is, the longer it rolls off curbs and bumps
- Please, wear at least a helmet
