Being a politician is all about getting attention. The more outrageous the bill or the thing the bill is addressing the more attention. This bill will hopefully never pass, but here we are talking about it.

That depends on if you would expect evidence or not. If I go to the beach and there's no evidence of whales, that doesn't mean there's no whales in the ocean. But, If there's no evidence of an elephant in my living room then that's pretty good evidence there's no elephant in my living room.
Chick-fil-A has a more or less normal drive through. You drive your car through and get the food at a standard pickup window. The people outside are taking orders on ipads, but not delivering food.
Also, even when hurling invectives someone can be just as abusive without swearing.
There was a guy that posted on reddit about how he spent thousands of dollars on loot boxes. The way he totally wrecked his finances and his relationship with his wife was harrowing. Everytime he would get the latest and greatest item, character, whatever, they would come out with something new and he would start all over again.

That's not how it works. I'm a door dash driver. We get a base pay, (usually $2-$3 per order but can be more if it's peak hours) plus tip. The base pay isn't affected by tips.
We see the total (base pay plus tip) when we are deciding whether to take an order. Orders without tips are rejected by most drivers.
That's reasonable, but it means that whether you count by volume or mass the atmosphere is a negligible contribution to the average.
Counting by volume would get tricky with the atmosphere. Where do you draw the line of where the atmosphere ends? Even thousands of miles from Earth there is very thin atmosphere.
