If there are Serbians here, why do Serbs vote for an authoritarian leader again despite people overthrew Milosevic. What has changed since then?
As the briefest possible summary: Sloba goes down. Three years later, the guy spearheading the whole government is assassinated. Then Kosovo declares independence unilaterally, and the west declares it legitimate. The 2008 crash hits, the Milosevic b-listers declare that they're now pro-EU, and in 2012 squeak their way into power. From then on, they seize full control of the state apparatus, security, media, and organized crime, while being compliant enough with the west to not be too bothered about it, and that's it until today.
