It's a little sad that we need to actually say this, but:

Respectful debate is totally OK, criticizing a product is fine, but being verbally abusive will not be tolerated.

One suggestion, break up the battery pack into equal, readily available units. Something small enough to make swapping easier, but definitely bigger than the average drill battery.
Ebike kits are pretty common, I'm sure you could easily adapt one of those to a scooter
If balance isn't a problem I'd recommend a small electric cargo bike. I have a relative who uses a mobility scooter, but it has all kinds of issues and is very slow. I built her an ebike and she really enjoys using it instead. It sucks but wheelchairs have a stigma that a bike doesn't. Also med device regulations kinda suck (at least in the USA) and EBikes get around those.
Might want to look into electric tadpoles, but I'm looking forward to seeing your progress regardless of which route you decide on. Good luck!
