These are not enforced, but they are encouraged.

I'm using an Xbox 360 receiver with 4 controllers on Arch Linux, so the Deck should work just as fine out of the box.
I used it with Clone Hero on the deck, so I think so. But I'm not 100% sure clone hero doesnt have built in drivers.

I can't speak specifically for steam deck, but I have used the 360 wireless receiver on Mint before with no problems.
