Well, to answer his question, why waste bombs on every house when you can just ask everyone to evacuate to a central location and then bomb everyone? Saves many bombs. Won't someone think of the bombs?

Well if they're spread all across the strip how are you supposed to kill them all? Do you know how expensive that would be? Better to get them into a manageable area and then bomb that instead. Hit the hospitals too for good measure.
