Things to test:
- Make sure both HDMI cables work directly plugged in to the VR. It's possible one isn't compliant.
- If both work, it's possible the switch doesn't handle hdcp2.2 correctly.

This may not be helpful, but anyways, I used to have a regular PS4 connected with a hdmi switch, but sporadically it would stop working. Nothing wrong with the cables themselves, and the switch was also fine (tested with other devices). Maybe it's related to way the switch is internally configured?
In any case, I would recommend trying to find a switchless configuration.
It may have been a similar sporadic issue. It seems to be working now but I also switched from power the switch through a USB C cable coming from my desktop to a USB C cable using a wall adapter
