Is the phone maybe overheating and throttling, due to being exposed to direct sunlight on the dash? Wireless charging can have the same effect

Probably the thermals, yeah. I don't use wireless charging, but wired charging on a longer trip also adds heat.
Are the newer snapdragons noticably better with staying cool? I know the 888 is kinda notorious for running hot.
So, it's navigating using every resource it has (screen, GPS, cellular, Bluetooth), probably plugged in, in the sun on your dash. It's probably overheating and throttling. I'm from Florida and I ended up getting a vent mount so it can get blasted by the a/c while I'm doing that, have an 8t and that stopped the lag.
Yeah I think it probably is thermal throttling. I've added an app called powerline to help me keep an eye on it. Doesn't have a CPU temp indicator but CPU utilization can serve as a proxy for it.
I do have the phone in a vent mount, but wifey always wants to turn the AC off after a minute.

I've a Samsung A71, SnapDragon 730, certainly much less capable than your phone, and I can switch apps while using google maps without any performance hit. I usually drive/ride with Waze though.
Does it happen only when it's in your car, or anytime you use google maps? Do you have android auto?
Do you have many map details switched on? (3d buildings, traffic, air quality, etc)

Only in the car. While walking the screen isn't on all the time, so I guess it gets a chance to cool down.
I think the problem may rely on the background apps working on your phone.
Usually the most heavy ones are social media like Facebook and Instagram.
Number one - yes, the Google Maps IS an insane Resource hog. I think its way too bloated for what people actually use it for. Older phones especially (Snapdragon 820 or older) really struggle to run it smoothly for prolonged and with newer devices it really eats away battery.
Number two - what I suspect is going on is Oneplus' artificial throttling of certain apps. Basically, starting with Android 11 OxygenOS has hardcoded a list of Apps that get slowed down by up to 70% for "battery saving meassures" without telling the user. I haven't had any issues since my Droid X. But that's probably because once I'm navigating I don't do anything else with my phone. Maybe make sure you don't have anything running in the background and make sure you don't have battery saving enabled.

Usually nothing but every now and then something will come up. Like when it connects to the car Bluetooth a d the car says "play media!" usually it'll open a sensible playlist in my music streaming app, but occasionally it'll pick something stupid like a video from a webpage in chrome.
That doesn't sound normal. I'm using a phone with much slower processors than yours and Google Maps doesn't slow the phone down when navigating.
One thing to check is if your phone is overheating during navigating? Putting the phone near the windshield where it's getting roasted by the sun while running demanding application such as Google Maps navigation might cause your phone's temperature to spike beyond normal operating range, which cause it to throttle the CPU in order to reduce heat. If your phone is hot, try to put it in front of an AC vent or shaded area in your car.
This is not normal at all. Reflash your phone, or at the very least ensure it isn't thermal throttling. Even a poxy mediatek chipset doesn't do this.
Google Maps is just trash.
