If Hogwarts was any safer, wizards might actually live long enough to be noticed by muggles. Can't have that.

Harry was that generation's sacrificial anode, absorbing all the danger so the other students dont have to.

With Cedric they even announce 'this is a really dangerous tournament, sometimes people die'. Then someone does and it's just a complete surprise to everyone, even before they find out the details.

But hey, kids need a signed permission slip to go to the nearby town!
