I want you to be correct, but that doesn't say it's on the disc. It "comes with" the DLC, but that is true if it comes with a code.
If you look at the top right of the box art:
You can zoom in and read it says:
INCLUDES PSN VOUCHER CODE FOR PHANTOM LIBERTY
Aah, I somehow skipped the part about you mentioning a physical copy. Sorry, my bad. In this case I agree it's a bit weird they don't put both on the disk but have the base game and the DLC still separated and not incorporated into each other as a single whole. Maybe in the future for another round if sales ;)
It's more cheap than weird. It's likely that all the content didn't fit on a single standard disc, so instead of using a high capacity disc or 2nd disc, they cheaped out and just put it as a code.
