Does this mean they switch to NixOs?

I was under the Impression that SteamOs was an arch distro turned immutable.

you can inţall nix package manager in every distro, maybe they did that, still arch but with nix pre-installed

Based on the link it appears to be for a package manager. Possibly preparing for supporting additional user packages outside of flatpak?

Since Flatpak is not really suited for CLI applications, it makes sense.

Advanced user could already do this if they wanted while non advanced users won't even know it is there. Maybe Valve is testing updating steam deck (non gaming part) without going to desktop mode. If u never go to desktop mode u never update Linux apps and drivers. Could also possibly mean that new steamdeck os iso is in the works (v3.5)
