It's a reference to a reddit community - basically you're supposed to post a meme if you visit the community. R/196 is the original community.
This sub (is that the right term here?) has a rule that you have to post something before you leave, so everyone just seems to post a random pic w the title "Rule"
This reminds me of Gus's underground facility in Better Call Saul where the whole houses and pubs were located while workers build the lab.
