Someone at Rare in the late 90’s knew how to groove, this song has no business being this good but the whole game is full of absolute bangers.

Probably David Wise, he's had a hand in a lot of the Rare bangers!

Looks like you are right! Looked up the rest of his work, and was surprised that he didn’t do Blast Corps which was another Rare game with great music.
