As always the headlines tend to be breathless. Just like Amber alerts. Vast majority of these incidents have to do with family custody disputes. Divorce is messy and often leads to people employing the law system to get favorable outcomes in court, and a lot of that has to do with either accessing or denying custody of biological children.

But the inference seems to be he provided housing to somebody who was having a custody dispute of their biological children but not the legal custodian. Which is a very different spin than the headline title talks about

I don't need to be woken up at 4:00 a.m. for an Amber alert because Dad didn't return the kids on time, for a messy divorce dispute.
