- An official agreement between governments at war, especially one concerning the exchange of prisoners.
- A group of parties, factions, or nations united in a common cause; a bloc.
Nothing at all they're crime syndicates. Maybe how they operate specifics or the culture but the triad, the Yakuza, whatever else. they're just groups okay doing illegal things who seek out a monopoly on violence typically against the state they live within or something right?
