Last I checked Europe ends in the Urals.

The Ural mountains and river are considered to be its eastern border, which is NNE of the Caspian Sea.

I think he tries to say that Lukasjenko is not 'the last dictator of Europe's due to Putins firm grip of Russia. But yes, strange way to phrase it.

Ah. Even though Moscow is west of the Urals Russia is usually considered Asia afaik. Geography is not my strong suite though so I don't get why other than it isn't fully encompassed within Europe's borders.

Continental boundaries do not necessarily align with national boundaries, so several countries occupy more than one continent.

Russia, like Turkey, is usually considered to be partly in Europe and partly in Asia. In fact the Council of Europe includes both of them, though Russia left in 2022.
