Force them to pay a mandatory insurance premium, and use the proceeds to find hit squads to find and liquidate the ransom gangs.

Using public money for hit squads to hunt down ransomware gangs sounds great and all, but be sure to throw in some documentary crews as well, so we can get some good TV out of it.

A better solution would just be to require them to have a decent (any) backup solution then they could just wipe the drives and carry on.
