Saw some reviews saying the game felt like it was designed to be a platform for DLC. Anyone able to confirm or refute? If it never received another update would it feel complete?

It didn't feel like it was intentionally built to pump out dlc, but just the nature of the game keeps it open for more stories and factions to be introduced. I feel it's complete as is.

Thanks, I’ll pick it up then. I know it’s very different from the type of game Frostpunk 1 is, but it still looks like it has a lot of similar elements which I liked.

Instead of buildings, you create districts. It's a similar game at a bigger scale - you have citizens in the thousands

Yeah, in the first, individuals tell their stories, and its super personal losing one of them. The 2nd is less personal. you're dealing with groups of people and less with individuals. Different vibe but still good.
