Voyager can do this. Set the default feed to "Local" in Settings - General - Default Feed.

TL;DR - pretty much all of them, just take a look at the settings.
You can set your Local feed as your home page in the Summit app by @[email protected]. I'm not sure if it's on FDroid.
Not FOSS, but Sync can do this. Just reporting in...
