Costco isn’t the landowner, they only lease the building and the parking g lot is common space. Only the landlord can kick someone out of the lot, or the police if they’re breaking a law.

Actually, a lessee (the entity leasing the property) can trespass people from the property in their possession. This usually would include common areas such as parking lots, which is why they’re allowed to put things like cart return stalls and gas stations in those parking lots.
Do we need to start putting "No Solicitors" bumper stickers on our cars now?
