The US already charges $21 and have Europeans fill out such a form. Greenberg is an idiot.

That doesn't appear correct, Europeans only need an ESTA.

Visa Waiver Program Overview The Visa Waiver Program (VWP) enables most citizens or nationals of participating countries* to travel to the United States for tourism or business for stays of 90 days or less without obtaining a visa.

If they don't, it's only an $8 fee.

I very recently applied to travel to the US, the ESTA fee is $21. You have to apply every two years, or after getting a new passport or other personal details change. You need a valid ESTA to qualify for VWP.
